- Massachusetts has low-cost and free healthcare options for low-income residents who meet certain requirements. These are primarily through MassHealth, the state medicaid program, and Commonwealth Care, which consists of privately-run insurance which receives public subsidies. This system includes the Health Safety Net, which helps pay for “necessary care” for uninsured or underinsured residents (regardless of immigration status) at community health centers and hospitals, and assists in enrollment for low-income coverage.
